They pick cites based off ease of install, including the way the city is actually set up and if they are willing to give Google mass permits and waive a few of the normal road blocks so they can get in and get it done(saves a lot of money). If you really want this to go through you need to make it clear to your politicians that they need to give Google what they need, or theyll go somewhere that will.
