I have a "Flag Pole" disguised tower not far from my house that they've been working on for about a week. It's at the back of the safe storage lot shown on this map https://maps.google....004128&t=m&z=19 The currently have the flag down and the top two sections exposed...several trucks working at the base.

 

I see you are a sponsor, you should be able to go the the Sponsor thread for Chicago and locate the tower.

This tower would be part of the St Louis market, but I'm not even sure it's a sprint tower and thus my question, how to identify if it's Sprint or someone else

Then use the map for the Missouri market to determine if it is a Sprint tower.

Shentel has a flag pole site near me with the panels actually mounted on the sides. I thought this odd since these are "stealth" sites but the panels arent actually hidden.

I would wager a guess that it is a T-Mobile corporate owned site, as T-Mobile is notable for flagpole "stealth" sites. So, the work ongoing could be related to T-Mobile network modernization, Sprint Network Vision, or even something else.

Verizon did something similar here when they added LTE at the site 3 miles north of here. It's a headscratcher.

I'll try to get pics today when I go to pick up the dog....checked the Map for Missouri and this one I mentioned is right down the street from the Sprint tower which happens to be another stealth flag poll at a Middle School
