Mobile hotspot and roaming

When I look at coverage map of Sprint and choose some Hotspot device in the drop down menu, it appears that some mobile hotspot device does not allow you to roam on Verizon, especially those LTE hotspots expect netgear one. Mifi does not allow you to roam. What's the problem? Sprint is do away roaming on Mobile hotspot?

My Mifi 500 LTE was just roaming a few nights ago.  However, it's just 1X roaming, so it's practically useless.

My first VZW hotspot, I could not roam at all. However, my replacement hotspot I can. Also, my new Sprint Netgear Triband hotspot allows me to roam on 1x.

If we could figure out a way to write PRLs to hotspots then we could get 3G roaming.
