Nothing to do with "Spark" which denotes the Band 41 TDD-LTE deployment. Old equipment and the new equipment do not play well with each other. This is too avoid dropped calls in the case if a customer's phone is switching from one tower to another tower that has older equipment. The city can sometimes be notoriously slow between approving and issuing permits. On another note, the tower closest to my house had a permit issued Mar 10, 2014 for B25.
