I think their will be much more focus on enforcement, given the industries reputation of being close to used cars (but not as bad as economy airlines according to an AT&T commercial shown above ).
I do think there is a valid reason for having a low latency service higher priority service for gaming etc at a higher price, low priority with some guaranty of getting a reply for IOT and a much lower price, etc.
Going beyond that, do the Bead subsidies (primarily for cable?) properly account for FWA? Low orbit satellite performance needs to pass the test of time (how overloaded will it get with more customers versus a vast multitude of satellites). Verizon's business model before n77 was definitely questionable -- most MVNOs would basically cease to function for standard data at busy sites. How should service function at festivals and emergencies? Is disclosure enough? Can poor performance be documented away? What about "4th carrier" startups? How to handle LTE phase outs for 5g SA which will eventually arrive?
Some of this is very akin to real time operating systems versus time sharing system debates tempered by the many bands that are available.
