  2. FINALLY! The agreement between San Bernardino County and Sprint (Nextel) is on today's meeting agenda! 1. Approve Amendment No. 5 to Revenue Agreement No. 08-1221 with Nextel to revise the agreement from a system re-tune to a system upgrade for the 800 MHz rebanding project, increasing the reimbursement to the County for services and materials by $7,606,071, from $850,297 to $8,456,358 (subject to reconciliation for actual upgrade costs) and providing for incentive payments of up to $450,000 if all frequencies are cleared by certain target dates, for the period from December 17, 2008 through project completion. 2. Approve Amendment No. 6 to Agreement No. 09-56 with Motorola, Inc. to revise the scope of work to include additional services and related equipment for rebanding upgrades in the amount of $6,150,220, plus applicable taxes, with no change to the total contract amount of $95,644,786 for the period of January 27, 2009 through December 31, 2020. 3. Authorize the Chief Executive Officer to execute change orders and certifications, upon recommendation by the Chief Information Officer and subject to review and approval by County Counsel, for Agreement No. 08-1221 and No. 09-56, provided that any such change orders and certifications further the purpose of the 800 MHz rebanding project and does not result in additional costs to be incurred by the County or extend the duration of the respective Agreements. (Presenter: Jennifer Hilber, Chief Information Officer) INCENTIVES: $200,000 if the County finishes rebanding "desert frequencies" by June 30, 2016. That drops down to nothing by October 2016. The "non desert" frequencies need to be cleared by January 2017. The County could get $250k if they clear these frequencies by September 15, 2016.

  5. I don't know if San Bernardino County failed to meet its deadline. It just doesn't look good based on readily available public records. I'm still trying to get more information on what needs to be addressed before rebanding can be completed. EDIT: This is the most recent list of items to be completed under the Frequency Reconfiguration Agreement (FRA) that someone uploaded. Sort of related: The Clerk of the San Bernardino County Board of Supervisors sent me a copy of their executed agreement between the County and the Woodcliff Corporation for the Rialto 800 MHz Antenna Site Upgrade Project. I was curious where the $2.5 Million for the project was coming from. It's from the 2011-2012 Capital Improvement Program budget, so it doesn't appear to be from any new agreement with Sprint (Nextel). I also confirmed that I did not miss any agenda items between the County and Sprint since the May FCC Order.

  10. Nothing from S.B. County Board of Supervisors and the FCC EDOCS system is down for maintenance so it's difficult to check that end.
  11. Is the thinking for San Francisco that trading the 700 block in Memphis would get Sprint the 10 MHz of PCS B block that T-mobile has in S.F., then Sprint could beg AT&T to switch PCS A&B blocks so Sprint could have all of A and AT&T all of B?

  14. I've used my M8 on GSM carriers overseas with no problem. I would take a guess that most high-end smartphones would have that same ability.
  15. There's some ancillary evidence that SBC isn't sitting completely idle. For example, they're spending $3,000,000 for their Rialto Dispatch Center 800 MHz Antenna Upgrade Project. This was on their August 11th agenda. Maybe this project is complete coincidence and unrelated, but it seems like it could be connected. Maybe there's some reason why an agreement with Sprint (a.k.a. "Nextel") hasn't been made public.
  16. I drove through the Echo Park area recently and didn't experience any noticeable speed issues. If I remember correctly I was mostly connected to B41. Of course an area as big as a zip code is going to have many different experiences.

The FCC doc from May 22, 2015 stated an expectation that SBC Board of Supervisors would approve of the plan by August 18, 2015, but I have not seen anything in the public record that reflects that actually happening. Sprint was supposed to have the agreement in hand by August 21, 2015.   18. 4k for phones is patently absurd. The only reason for that kind of resolution on such a small screen is for VR purposes or if you're playing off that device to a larger screen. As others have mentioned above, compression is a much greater factor in perceived quality at that screen size. I work with 5k and 6k footage on a daily basis and that's for post/VFX reasons. I'm definitely not against higher resolutions, it's just a waste of bandwidth where not needed.
  19. Sweet! I've been looking for that 2nd B41 carrier, but it probably makes it a little more challenging not having a CA capable device. How were speeds on that site before the 2nd carrier?
