If they have the upgraded backhaul in place then it should be blazing fast 1.0+ mbps. If they don't have upgraded backhaul then they're using the old connections which will be terrible as before. They only fire up LTE on upgraded backhaul which can support fast speeds and are scalable (fiber / microwave / aav). Bad news is it probably won't get that much better and probably will be a tad worse with LTE 1900. Good news is northern california SMR 800 rebanding is fully complete. LTE 800 5x5 mhz has already started being deployed in the bay area which means our region will be coming up very shortly along with all those 8T8R B41 sites they're deploying and existing Clear dual mode wimax / tdd-lte sites. You'll need to be asking the midwest folks and others in more mature markets but the consensus is generally that LTE 800 is really a huge improvement in terms of indoor and overall coverage.
