What personnel is this for NV?

So I saw a person working ona newly launched tower. He has a regular vehicle, not a work truck or something. He was in the box messing with something. He had something in his hand, idk if it was plugged into the box or not? What personnel would that be?

He was in normal clothes and regular car. It was likea Turus. or w.e He was just in the box looking at stuff taking notes or something and it was infront of me. I didn't want him to let him see LOL. Would feel weird.
