  1. If speed declines in two blocks, you either changed sectors on the tower to one that is overburdened or your phone has switched towers.   11. I have seen it happen many times. It seems to happen in the same locations and/or in peak times. I think VZW DL is starting to fill up. That's what happens with Sprint EVDO carriers at first.
