Pixel 3 XL will not activate - SIM Card has locked

I have a brand new Pixel 3 XL that will just not activate on the Sprint network.  

I have now tried 3 (brand new) SIM cards - both SIMOLW416TQ & SIMGLW416TQ which are supposed to be compatible.  After a full factory reset the phone recognizes that it has a Sprint SIM card and prompts to download the relevant apps but the setup ends there...

I keep getting the pop message that "SIM card has locked. Please Power cycle the device" and in the Android notifications I keep seeing the message "SPRINT DM: Configuring Mobile Network" but it keeps failing and after 5 retrys the network strength icon in the top status bar on the phone goes away...  

Phone was originally purchased at Verizon but is unlocked, passes the Sprint IMEI check, etc. & I just confirmed it activates no problems (in 5-10 seconds) on AT&T, Verizon & Xfinity Mobile (for which I have active SIMs that I tried).

Any suggestions?  Please help!  Thanks!

Is the old phone still on? Make sure it's powered off (or on airplane mode). If not, that's the error that it will give on the new phone.
