Individual markets may be or soon may be tracking small cells. I help manage the threads for Cleveland, and nothing to my knowledge has been found here yet. The closest thing that has been found here are a handful of outdoor DAS sites on utility poles scattered throughout Cleveland and Akron, OH. They've all been found in residential areas, though my understanding is that small cells will target congested areas.
