Getting weird connection problems in Orange County, CA... Upgrades starting?

I have noticed all kinds of weird connection issues happening in OC, CA. Intermittent data loss, calls not connecting, etc. is this a sign that work has started on tower upgrades? Anyone else notice any changes in OC, CA?
