I don't know. My friend has had problems sending MMS to non iPhone users for a while, and does not have Google Voice integration. The guy at the Sprint store told me to turn off iCloud and then back on.
But if you have G-Voice integration, you could try turning it off and see if that fixes it. Otherwise I don't know what else it would be.

Keep calling until they do a re-provision of your account. If that doesn't work, log out of iCloud off your phone, then reboot, and re log back in to iCloud.

Actually, there should be a certain number of days in between removing old plan and adding new one. But only allowing access to the part you didn't use could work.

My best friend lives in Vegas. He's constantly complaining about echo's in his calls and can't stand it. I had the same issues with my other friend who has been using AT&T for years up until early this year when I got her to switch to Sprint for Framily. I personally don't have to use either to know their are issues.
Work is still on going in Vegas. Please give Sprint a chance as they are working hard to get things done. Vegas service has improved dramatically in the last two years, and if you have a triband phone, you probably will do better if you turn off LTE while you are at your hotel and the Strip if you keep losing signal.
