Data Speeds

I know alot of markets have bad data speeds. But ping rates of 1100 ms, download speeds of 12 kbps with upload speeds of 17 kbps. Its almost like when they upgraded this area to 3G in the fall of 2010(yep next to last area) they didn't upgrade the switches. Granted we were a rotting Ubiquitel market(South Central KY) before Sprint bought it but thats no reason to neglect it. Any one else have a similar experience?
