Well, first of all, Bakersfield sucks. Second of all, Bakersfield launched before Fresno did. Third, Fresno has more sites than Bakersfield does so that's why Fresno has more upgrades. Both cities have sites that are not broadcasting LTE, too.

I saw an AT&T setup at the west end of the fairgrounds when I was there last week. I didn't have my sprint phone, but my verizon 5S was hanging tough on band 4.

Confirmed GMO on Bellaire, James.

My money is on that one being one of, if not the last site in Fresno county to get LTE. I'm almost positive it's a GMO, and the permits to change that are a long ways out from even being issued.

Looks like a 1900 RRU to me. Were they not there before? It looks like te legacy gear was taken down, but you would know better than I would when that happened.

If Tulare county can't currently get 800 SMR because of its proximity to San Bernardino county, Kern county probably can't either.
