You don't even need root to get the MSL off the phone. Enable USB debugging, install the SDK on your computer, and use adb logcat to dump the system log when you go into the hidden menu and tap Edit. Sent from my Nexus 5 using Tapatalk

Yes, in LTE mode with a T-Mobile SIM installed the Nexus 5's ROM reports TAC/GCI/PCI, including info for neighboring sites. Can't see why it wouldn't work on any other carrier as well, including the D821 European model. Incidentally, if you put 4.4 on the Nexus 4 and flash an LTE-enabled radio, you also get TAC/GCI/PCI for LTE on it too. Obviously useless for Sprint (since the Nexus 4 doesn't do CDMA), but it works like a charm with T-Mobile's Band 4 LTE.

Bought 3 DT-900s from AT&T's online store; set up two so far (one at home, one at work) and they work great with both the Nexus 4 and Nexus 5. Just need to decide where I'm going to put #3

Two new Warner Robins/Centerville sites seem to be at least semi-live: one on Elberta Road north of the old mall and the other at the Dunbar/Houston Lake intersection. I can connect to both with LTE-only mode on my Nexus 5 but they seem to be rejecting connections in LTE/CDMA and LTE/CDMA/GSM mode (presumably the eCSFB switch isn't thrown). Also, the site at I-75 and Russell Pkwy has been live for a little while too. So, basically Houston and Peach counties should now be done except for the smattering of GMO sites. Bibb still lacks a few non-GMO sites (one in downtown Macon, one on I-75 near Wimbish, one on the Mercer campus, and one in the industrial park off South Broadway); hopefully those will be squared away soon. Then they can get on upgrading the GMOs and LTE/1x 800...
