Declining Service

With Network Vision taking place in Scranton PA I have noticed that my service only a couple miles away has been on the decline. Is Wilkes Barre PA scheduled to come online anytime soon? Sprint keeps telling my that all my towers are fine however but if not connect to wifi my iphone is basically a paper weight.

 

Also when in Scranton the LTE is very unpredictable one day there and the next not.
