Passed by that small cell and didn't pick up anything on T-Mobile or AT&T. Maybe it's offline or maybe it's Verizon. -
If you didn't already, please send a diagnostic report next time you see that and I'll take a look! I don't have a mmWave device so I'm very reliant on user reports to make adjustments. Thanks!

Probably not, mainly because the signal would get attenuated too much by the fuselage thanks to being weak to begin with. Using Starlink to the plane and WiFi on the plane works super well though, and AFAIK Starlink requires airlines using them to offer the service for free with no captive portal.
