You were just not that close to the tower. If you take your lunch to go and walk towards the tower things will speed up.Also 10.37 Mbps seems pretty fast to me, for a phone. I'd be pretty happy with that. Oh and 4g has not launched yet in California. They are just starting to allow access to the first 4g towers. You were lucky to find one.
I'd be pleased with that, for my cable Internet I have the package that gives me between 5-7 Mbps.
