And, would it be possible to consider that wireless companies should use their spectrum more efficiently rather than continually asking for more?

Finding some good things here.  This was in Syracuse:

• Install CDMA 800 and LTE 800 in separate crews at every site where you have the license available and the spectrum cleared.  This can be done in 30-45 days if you can get the carrier cards.  Which the OEM's should have had ready and waiting six month ago if managed correctly.

Why not have all of the LTE live sites receive both upgrades from one team?

In my experience most of rural Indiana has CDMA 800 already.  Almost all of 30 is already covered so I wouldn't expect you to have any problems.  Just don't expect much improvement in EVDO, I haven't found much of that yet....
