Forced mandate is likely to blame.

I've rolled back to 11 again, and deleted the system update files from the phone until they iron out all of these issues that are still quite prevalent. Random sluggishness for no reason, apps straight up refusing to work and just general weirdness. 11 is perfect for the moment no issues.

New update is out and it fixed the adaptive refresh rate bug finally.

What actually helps is turning off adaptive display because the sluggishness seems to be when the display switches hz.
Shouldn't have to disable features to make the phone usable.

And the phone has massive lag while scrolling, 120hz touch input is bugged.

Still capped at like 8 down, glad I have a VPN though so it doesn't really bother me much.
