  4. I agree before too much spectrum goes unused. I remember reading that Leap Wireless is only utilizing about 40% MHz POPs of spectrum while about 60% MHz POPs of the rest of the spectrum is not being utilized as of the end of 2012.   19. It was announced that AT&T, Verizon, and T-Mobile forged a pact with the Department of Defense to explore the possibility of sharing 95 MHz of spectrum located in the 1755 - 1850 MHz band.
