I'm not sure why you're not getting LTE downtown. Didn't you say you live in one of the buildings overlooking courthouse square? The tower at Wyoming and Pine should reach you. My fiancée works at a building ~3 blocks to your north and get 4-5 bars. Hopefully things improve for you once they hookup the LTE-supporting backhaul to the tower on Lackawanna. Who knows what the hold up is. You could try searching the city/county websites for permits at that address. I think the address is 430 Lackawanna Ave.

Almost all the towers in NEPA have had their NV upgrade completed. The ones that are still not broadcasting LTE haven't had their backhaul ipgraded and are still relying on the old dual T1 lines. Tons of LTE towers came online a couple weeks ago, which indicates the local backhaul supplier is finally getting around to getting the towers hooked up.

I expected the upgrade process to be automated as per the "Information about S4GRU Sponsorship levels and how to become a Sponsor" thread. I take it this is your site? Thanks for all the work you've done to organize this. Now I know exactly where all my local towers are and which two have just received full tower NV upgrades.
