AFAIK it was deployed in a traditional cell manner, with different sectors using different center frequencies leading to much more spectrum use than 10mhz (potentially 30mhz per tower if using 10mhz channels, plus even more for adjacent tower sectors). Not much frequency reuse.

There has been a LOT of WiMax thinning, so most places are not using nearly that much spectrum anymore.
