Their plan is to bluff network improvements (small cells cost less and will give use the improvements we need to maintain competitiveness), starve the network (lowering capex) to improve balance sheet (ie pay debt coming due). Short run good ( no default cash positions stay good), long run bad (network starts to have problems again). Markets are forward looking, they know capex is key to sprint maintaining subscriber growth in a way that will grow revenue and free cash flow. I recognize that some areas, namely Eastern CT and western Rhode Island, could use more work though.
