Apparently when I re downloaded the app to fix the notification issue, I forgot to turn them back on . Find a website that you can pay like 8 dollars or so to and they will register your UDID on a developers account. It's just a matter of finding the right site for the right price. I've never used a worse iOS beta in my life! Things freezing, not functioning right, and a plethora of other things.
