IETF web sites not accessible over Sprint network?

I cannot access IETF sites, for example tools.ietf.org/html/rfc2616, using sprint's network (tested on 3g). On a land-based connection this works ok.

 

Is this intentional, or is it a network mishap? My guess is the second. Maybe some kind of AS peering issue or something like that?

 

Or does this happen when connecting to stray airave signals?

By the way this has been happening for a while, whenever i try to view something there, for a month or so (since getting new device).

 

I had the same issue with Clearwire and their issues to connect to Facebook.
