Are you sure? Everyone is running 51099 now. I didn't even update my phone but that PRL was pushed to my phone obviously. 51098 It's an ok PRL. You get LTE with it but the scanning and use of 800 smr isn't great. There are many posts even in this thread that talks about the 800 frequency corresponding with the PRL so check that out.

after I read this updated and yes now in in 51099. What is the difference between 98-99
